The Segment Builder component is used to get a list of visitors that matches certain criteria from the Analytics database. This component is used by the Engagement Automation to add a segment to a state of an automation plan.

This guide is a combined API reference and a developer's guide. It describes how the Segment Builder works with Sitecore Engagement Automation functionality.
